I would understand why I got suspended, but that is just a layout. I was just about to upload a new logo. I am going to change a lot. This is a layout. Please remove my suspension.

It'd have to be about a lot more then layout to get tagged with that.
Looks to me as you straight up did copy their layout, you have includes to get their .css files. You even have their google analytics code in the files. It looks to me as you really are trying to make like as the viewer is at runescape.com, which would validate the suspension.
