I setup my wordpress site and received this the first and everytime I try to access the admin section of my site. I uninstalled and reinstalled again same thing. Are your servers down?

Please can you give me the full URL that you see that error message at? Usually that error message comes up if you have tried to sign in to WordPress too many times.
