trouble creating a usable server

I'm trying to get a mysql database setup using the cPanel, but every time i try i get
"Sorry, you have exceeded the maximum allowed databases."
and yet i also get
"There are no databases associated with your account."

All in all, the only thing that has worked correctly for me so far was to create an ftp user account.
also everything seems to be painfully slow, considering i have nothing on the system yet.
