Error reporting is disabled by default, but you can enable it by following the steps at
http://x10hosting.com/support/guides/php-configuration-tutorial#enabling-error-reporting

2. is there SSH access?

We can't offer SSH access on free hosting, due to the amount of potential it has for abuse. Premium hosting does have a limited form of SSH access.
