Unable to access cpanel

I am clicking the button to access cPanel and a popup box is appearing asking for username and password. After entering these details and clicking ok the same box pops up again. I have done some searching on the forum and it says to reset my password which I have done but still no joy. Also I have noticed in my account screen that I have 0mb space used and 0mb space free and the same with bandwidth, is this correct? or have I not waited long enough for my hosting account to be setup fully

It is possible all aspects of the account is not fully setup, although it looks to be in order from my end.

Account panel is sometimes a bit delayed in updating information, can you try logging in directly at the server: http://starka.x10hosting.com:2082

If I try the link I get

A communication error occurred: "Operation timed out" The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time.
Not to sure if this is a firewall issue in my work place.

It is possible, it is not unheard of that ports are being blocked at schools / workplaces.
