Unable to create free hosting account

Good day I have been refered by a friend who claims this webhost will be able to suit my needs. After researching quite a bit about some freewbhosting services for testing I have decided to create an account.

When I did i recieved a message about not been able to do so for x10hosting is not currently allowing people from my country VE to create accounts.

Is this a normal behavior?
