Unable to create SiteBuilder user (2)

Came back after about a month of putting my website plans on hold and still getting this same error when trying to add a new page via site builder.

At the time there had been a bit of a change going on to the whole of x10, so put it down to that, but it's still going on now.

Surely this can't be a site wide problem and must just be me? And what can I do about it please anyone?

Or is it really the whole of x10?
