Unable to log into cpanel of ftp

I am currently unable to log into cpanel, or access my FTP. My website is hosted on the level server.

As soon as the account was created, I tried to log into cpanel, and it said the account info was wrong, even though it wasn't. After I kept trying, it switched to a message saying there were network issues, and now I get an error that says, "Google Chrome could not load the webpage because level.x10hosting.com took too long to respond. The website may be down, or you may be experiencing issues with your Internet connection." I also tried with IE10, no luck.

If I try to connect through my smartphone's 4G network, I can, but not from my computer. Did my IP get blocked somehow?

Is everything working OK now?

Our firewall blocks IP addresses that attempt to login to cPanel 5 times within 5 minutes.

What sort of error message do you receive? Can you go to http://whatismyip.com and confirm your IP for us?

This is the page I get when I click the Access cPanel button in the Account Portal.

I use CoreFTP LE and it gives me:

Check your firewall if it is blocking port 2083 .. if not, go to http://level.x10hosting.com:2083
