The TOS prohibits file hosting:
TOS said:
File Hosting: Every file on your site must have to do with the website you put up, we are not a file storage service and we strictly prohibit scripts such as torrentflux or rapidleech.

If the files you host are related to your website (a document you wrote, an application you develop), you may host it and make it available for download.

This would probably be okay if you password protected it.

If you are the only one that's going to be using this script, why implement it anyway? If you want to upload files to your account, the easier way is probably going to your cPanel's File Manager.

Either way, a lot of forum software automatically uses upload scripts in it anyway to account for attachments, so I'm pretty sure that it's allowed.

If you mean a script like RapidLecch, no. This will get you permanently suspended if found on your account
