Technically you can as long as you have legal rights to distribute them, but chances are rather high you'd get suspended for high resource usage when streaming them. There may be problems due to disabled php functions, but I'm not 100% sure on that part.
Also you'd be fully responsible for what anyone uploads if you allow uploads from other users.
