Website Wont Load

When I go to my website I get this error:
Connection Problems
Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later.

I'm not sure why it is doing that, please help me.

If you are on Chopin, then all users are experiencing this problem and you will need to wait for an administrator to fix. The cPanel on Chopin is also offline.
