free servers are very limited, so i doubt you would have access to much, if any programs. Premium, you may need to ask if you can use the specific scripts on them, otherwise you may need to look into vps.
It looks like you want to build stuff. If this is the case, there are alternatives, as building applications is very resource intensive.
