I'm going to guess it was suspended because of this:

I think I may be responsible for that site's suspension. I have a slight recollection that I talked to an account manager or administrator about that site and asked them to scan the account to see if there was anything illegal on it already, and I think they suspended the site on suspicion of illegal software.
