My site is in English, but I'm considering adding sections (and possibly even translations) for other languages in the future, would that be a violation of the rule?
Would the no-foriegn languages rule apply here?

yes, Only allowed languages are English, French, Spanish.

As long as there at all times are a full translation into English, French or Spanish it is allowed to have other languages.
Note that the translation has to be available without requirement to register, also it can not be done by an automatic translation service such as, but not limited to, google translate.
If said sections is a minor part of the whole site, like a few comments on a blog or a few forum threads in a forum, we will not force a translation of those areas as long as the site as a whole is in one of the allowed languages.
