Yes, it is probably connected to server migration with redirections to the cPanel success page.

The DNS probably points to the new server while files are on the old and when connecting to the new server, there are no files there yet, so it would show the default Apache/cPanel page.

You have it backward. DNS takes time to update during transfers to new servers, not files.
