Which server are you on? The servers are going through some maintenance currently which might be affecting it... Also, have you tried using the file manager in your cPanel, does that work?

The layout is standard, the content is OK. There is a lot you could do to improve it though, I spotted several grammatical errors within your site too, which doesn't look good.

I'd put a good bet on the current system being heavily modified. As the forums/Hosting accounts are integrated with one another, and the forums having the user group setup that they have. The best example of this is the prime membership, it alters your forum title and your hosting package. I...

I don't think i'll be getting windows 8. It doesn't look strong enough to pull me away from Windows 7. Before that I had XP, because Vista was not strong enough to pull me away from it.
