The limit size in uploading files is set server wide, and it won't be changed anytime soon. Have you tried uploading through the file manager in your cPanel instead of ftp?
If you just recently changed your domain name, then please allow 24 hours for the system to sync up to it. Be sure to clear your browser's cache before you check it. If after 24 hours and you still can't access it, please let us know.

That only means that the termination script hasn't gotten to your account yet, which is why we say that it's a minimum of 2 weeks, but it might take longer.
