Do you already have a hosting account?

Shell access is disabled and not available on all free accounts for security reasons. The only way to get shell access is to get either a paid account or buy a VPS.

If it says that you're not suspended, then you're not suspended. Many others are having the same problem because of the server moves and upgrades going on.

ASP is made possible through the mono project. The current version x10hosting uses only supports ASP.Net 2.0. If it's classic ASP you're asking about, then sorry, that's not supported at x10hosting.
