What does it say when you try to log into cpanel?

Are you are using your cpanel username/password for FTP or a different account that you set up in cpanel? If you are using an account you created, it might already be in public_html by default

You can make use of the addon domain feature in cpanel, which lets you host multiple different sites on one hosting account.

You could rename the page to index.html, which is loaded by default when you don't specify a filename when loading your website :) That said, your redirect seems to be working fine for me, as I am presented with that page when trying to load your base site.
