If I remember correctly the reason the access logs were disabled was because they were causing the servers to become unstable. Until a fix is found we can't re-enable them.

I would also recommend WebMin/VirtualMin it should provide all the features that you need, and in my opinion is one of the best and most flexible free server control panels available.

It may be theoretically possible, but I've never tried it, and personally wouldn't recommend it. You would be trying to run a Virtual Machine inside a Virtual Machine and I imagine you'll encounter many problems. I'm not even sure you'll be able to get virtualbox running properly as it required...
