My guess is that the servers are constantly busy, and is constantly receiving traffic... making apache crash, or overload... Usually an x10 admin reboots the server when this happens... It normally should be back momentarily. Like you, I am also a Linux admin, but I also am a Novell NetWare...

Well, that's what I saw, so I'm just going by it lol. And yea, that would fix it... Since WHM lets you assign ips to each domain. But that really all depends on the server lol, not all configurations let you do that, all just depends on the host. :P
