You can CHMOD those folder either from the cPanel File Manager or by using a FTP client like Filezilla or SmartFTP. CHMODing the folders to 755 should work, if not try 777.

There is no CMS installed by default but if you look for 'Fantastico De Luxe' in cPanel it'll allow you to choose a CMS and it'll help you to install it. Alternately you could install a CMS manually by downloading it from the makers website and uploading to your account and installing it.
