Chatscripts are one of the few Violations that arn't violated on Premium. You can upgrade to premium and get your files moved over. Additionally with premium, x10 opens a ticket letting you know your violating the TOS without bringing your site down(assuming you respond quickly enough)

Most likely you have a bad php script thats timing out after 30 seconds of heavy cpu/ram usage.

The reason for the suspension has nothing to do with allowing you access to your files after you were suspended. So you should not keep important things just on your hosting account. Always keep a local copy. We can block access to your account after your suspended.
