I'm sorry for your dissatisfaction, but we get something like a couple hundred proxy accounts a day or so. As a result, we have 0 tolerance for them since they rob resources other users could be using. The DEADBEEF is simply an error that occurs when maintenance is being performed.

high resource usage has to do with processes on the server. can you list the WP plugins you have. Some are known to trip the resource monitor.

First, i would recommend using FTP. Frontpage is a very old technology and it isn't supported by many anymore. Second, all your files for your website need to go into /public_html/ not the root of your account. I recreated the public_html folder for you. try re-adding frontpage extensions.
