Your site loads just fine for me. Is there a specific page? Due to abuse, the servers can get slow, but that usually is just for a few minutes then the scanner catches them. IF you need speed, i would suggest premium. Your on a whole different batch of servers with less restrictions.

VPS is a virtual private server. Its main use is when you need scripts that run countlessly or have resource intensive scripts. A windows based VPS would have a remote desktop, but linux vps are generally terminal/shell only. If you have never used linux before, i would recommend against it.

I would say you could get in-trouble for filehosting if you advocate or have any forum sections that promote in any way people uploading attachments. Also, yes you are responsible for the content people upload, though as long as its not an admin or mod who uploads it, most of the staff will wait...

eeeh bit iffy here. You can create a mount point thats on a different server(mount ftp i think), but i would ask corey in more detail about what you want to do. I do see a nice idea, have your main website on the shared hosting, and have any resource intensive stuff on the vps.
