First thing I'd try to do is try alternate DNS servers. Instead of using your ISP's servers for example, you could use Google's DNS servers at 8.8.8.8 and 8.8.4.4 or Level3's servers at 4.2.2.2 and 4.2.2.3 .

It would have to be a problem somewhere on your end at least for the time being. I haven't had any issues reaching anything on x10Hosting, and an official announcement would have been posted if x10 were actually shutting down. x10 is alive and well, and definitely won't be going anywhere anytime...

You were suspended for having a proxy on your hosting account. Please be aware, that the TOS mentions that Proxies on a free hosting account results as a zero tolerance suspension. It won't be lifted nor can files be retrieved.

How much CPU were you also guaranteed? Runescape, if that's what you're playing on the VPS can be a pig in itself as well with CPU resources. Today even 1000Mhz machines struggle to play that game unless you have a decent GPU. Since VPSs don't have GPUs, you might be seeing a strain on CPU...

Go inside of cPanel's File manager (or FTP, whichever you prefer) and make sure the file permissions for Joomla are not set to 777. That will cause the error you are seeing.

Your account is in working order at least on my end. Have you tried resetting your password from within the account panel? If you haven't, try doing so. Just keep in mind, resetting the password will also affect the password to the forums and account panel as well.
