You can't get a backup while you are suspended. If you request an unsuspension after your suspension period is over (In 7 days time) then someone will unsuspend your account. Then you can get a backup and either remove the content of ask for you account to be deleted.

The automatic suspension script is a bit sensitive at the moment because of the server maintenance. It could be a script on your site that is using too much of the servers resources (CPU, Memory), or if you use cPanel's File Manager it could be that.

That means that the public_html folder is missing. Login to the cPanel File Manager or FTP and check if it is there.
