phpMyAdmin --> select database --> Check tables having overhead --> With selected: --> Optimize table
This may free up some space. I was able to reduce my 8.9 MiB DB to 8.3 MiB. I'm so confused by your 645GB database on free, shared hosting.
Your cPanel/DA log in details are also your FTP details. They may need SSH or remote database credentials but that's not going to happen on free, shared hosting. Ask them for specifics.

When I go to http://hamradiotv.tk/ now, it displays "Apache is functioning normally" which is a different issue.
First try creating a new user with the new password. If that works, delete and re-create the original user with the new password. Remember to add the user to the database.

You can also upload using cPanel File Manager. Inside uploads there should be ####/## folders for the year and month. I would advise using those.
