It takes a restart of Apache to actually go into effect after all the settings are updated. This is done a few times a day but at random times.

Apache was down for a bit due to us removing accounts on your server.

Check the top of your file and make sure there is nothing being sent before session_start

You can make an A entry.

Even using Fantastico you should be able to add\remove the user in the database section of cPanel. -Corey
