That error code means that the domain is already owned by another user. What domain are you trying to change to?

I think once all the account restores are done, the DNS will have to be changed for all the domains. It will probably resolve itself

There is no specific reason why. Some users abuse the free servers. Most of the time we can suspend them before the server goes down but that doesn't always happen.

You can delete all your files yourself if you want. Just go to cPanel, click on File Manager and hit Select All then hit Delete. For changing your main domain, go to the account panel at http://x10hosting.com/control/ You should be able to edit your main domain from there.

Not that I know of. The admins probably have to configure stuff so it might take up to a couple more days

I know that they are at least 90% done but since this is a new server and a different setup, it doesn't surprise me that it is taking some time.
