Where are you trying to create the directory? Login with the details that gsonline provided and go inside the public_html folder. You should be able to add things from there.

Your main domain loads very fast for me. The free servers recently had upgrades performed on them so it might be a bit on and off because of that. Because this is free hosting, the uptime isn't always consistent; you should get paid hosting if you need that.
