Looks like the site is up and working. Can you try pinging and tell us what you get?
I also verified your IP is not listed in the block list of the firewall.

phpinfo is disabled for security reasons. We've enabled most other functions that are requested and we do not find to be a security risk.
We can review phpinfo again in the future but for now it will remain disabled.

Please login to your cPanel, go to the MySQL section and verify there is a MySQL user created and assigned to the database.
I have just checked and the database is there, and no errors are being output.

You can either manually use an FTP program to upload them or you have to setup a 'SIte' in Dreamweaver. This is found under the "Site" option up top.

Everything as far as I know is enabled for
1. The Quick Administrator Links
2. vBulletin Developers & Contributors Information
to work. We would need specific errors to look into this further. You can try checking the error log found in your cPanel.
