If your account has been terminated there is no way to re-enable it. You may signup for a new account if you wish.

Need some more details in order to help diagnose this. To start with, how many processes are running and what percentage of memory is being used? What is the total memory available? What OS are you using on the VPS? Are you using any kind of GUI for server management? Have you tried rebooting...

Not sure what you mean. There is no public list of any kind. Individual users can see what server they are on through their account management panel.
