You're only half wrong; it's illegal to intentionally advertise competitors but the rules for this section don't say it's illegal to request a review of a site not hosted on x10. In this case it's not intentionally advertising especially as the OP didn't reveal the host, a replier did :)

If you're trying to access x10s sql from home, you won't be able to; cPanel has that part in the system because we can't remove it but it's not actually cpanel stopping it. The firewall on x10hosting does. Paid will allow it, but that's why you're running into issues with it on free.
