    As of the weekend, Admins have blocked outgoing access to port 80 in order to try to combat proxies and scripts such as rapidleech. This is most likely the source of your problem. They are whitelisting a small number of commonly used IPs, but are not adding any on a per case basis.

    A few days ago the Admins blocked outgoing port 80 to combat proxies, rapidleech, etc. They are whitelisting a few IPs of often used sites (WordPress etc updates, etc), but do not seem to be doing for one-off cases.

    What software are you running on the site? If the admin page calls curl or any function that tries to gather information from the web via port 80, it will hang because the Admins have disabled port 80. That might be the source of your problem since the main part of the site seems to work.
