What software are you running on the site? If the admin page calls curl or any function that tries to gather information from the web via port 80, it will hang because the Admins have disabled port 80. That might be the source of your problem since the main part of the site seems to work.

http://sourceforge.net/projects/phpmailer/ is a good alternative to the PEAR module. Works here to send mail via SMTP and Google Apps for your domain.
