Which meant you had to login to the Account Panel. How did you do that? You use your Forum username and password to do that.

CGI-BIN execution has been disabled on all free servers due to abuse that has affected the servers, and so all users. There has not been any announcement as to a timetable as to if and when (and what features will be enabled) the functionality will be restored.
