I believe Malaysia, as most of the countries, are banned to register .. So, you can check every couple days to see if the ban has been lift. I'm not sure if the admins here can provide support to register ..

What is the server you are at? Can you confirm that your firewall allows connections over port 8083?

I don't believe they do this. You can just go to the FTP, and delete everything in the WWW folder also, go to the MySQL and remove all accounts and database, finally, go to the mail and remove all created email accounts.

So it was either DNS or routing issue

First, check that your firewall allows port 2083

Well, check your code! And check if you can access your database from the CPanel
