I just get 403. It usually means the folder permissions are wrong, or you don't have either an index.SOMETHING file and also don't have Options +Indexes in your .htaccess file.

Sorry, you are correct about some special characters being blocked. This is a requirement of DirectAdmin and it isn't clearly stated. I will take this into consideration with the new account panel design.
