If it's a website you designed or you have copyright, then you can. The copyright rule says that you can't host copyright stuff that you have no rights to distribute or host. For example: Copyright Mp3, Copyright software, etc.

You can do it by: cPanel > Backups (This way you can backup your ENTIRE account, or your home directory, MySQL databases, etc). You can also download files by FTP, and export the databases from PhpMyAdmin.
