Your account has been suspended as it is in an unsupported language. It does state clearly in the terms of service that the supported languages are English, French and Spanish.

Yes, it is possible.
Generally what happens is you first sign up to premium, then open a ticket in the premium clients' area. Someone will then transfer everything from your free account to the premium. Easy as....well....ABC.

The account panel synchronises with cPanel. Sometimes changes can take a while to be synchronised, so the domain is gone, it's just not told the management system that yet. :)
