I'm not sure what you mean by "firewalled." If you mean you want them opened, it's not going to happen. Plus, you can't run scripts on our server anyways, so you wouldn't be able to run anything listening on those ports.

Excuse my ignorance, but: Why in God's name would you ever need/want to use a .php file as .css? I don't understand the reasoning whatsoever. It makes zero sense.

We don't create cPanel, it's created by cPanel Inc. They have an iPhone Application if you have an iPhone, and if you browse it using a mobile browser that it recognizes (such as mobile safari or mobile chrome), it displays a miminalized theme of cPanel. (Or at least, it does for me.)

It's coded in PHP/SQL/Python/Perl. It's all a hand-made system. No one is going to make you a system like that for free. They're time-consuming, and not the easiest things in the world to make. Which is why I suggested a CMS.
