I would think so. I double checked the TOS and it doesn't say anything about translations, so that's good to know :P I would think as long as the translation is accessible, not a hidden link somewhere off of the viewable page, it would be acceptable.

Well, you're in contact with this person now, aren't you? Can't you give them the message? I don't think you'll be banned if you put one line of text instructions in russian. You just can't have a whole russian language site.

I'm pretty sure the english, spanish, or french rule doesn't get any exceptions. If you make a public web page on your site to your liking, in one of the languages, and then have a "downloads" section with a .txt download of your file for this person, that would be acceptable.

Where did you tell them to move? I believe the only important ones are public_html and www folders. The rest of them are CPanel settings for your account, which you can fix using the corresponding CPanel tool.

Are you talking about linux style permissions (read, write, execute?) If so, you just need to use the "change permissions" tool of CPanel. I'm guessing it's asking you to make the folder more secure, in which case you would need to change the "world" permission setting to whatever it says...
