I have changed post_max_size and upload_max_filesize to 16MB on your server, as it appears it had not been fully configured on our new server, xo6. What @AngusThermopyle said still applies though; uploading larger files is better suited to FTP rather than through the web. :)

As a result of an excessively large number of requests your website has received recently, we added a temporary rate limit to your website. We have now removed the rate limit, and you should no longer see the 429 error messages.

Please could you ensure that there are no firewalls, routers, proxies or VPNs in place that could be blocking your connection to port 2083? Many workplaces and schools tend to do this. :)
