No, the user name can not be changed. The forum username is tied in with a couple other systems as well, so simply changing it here would mess things up in the backend.

If it is a free subdomain that we provide, eventually it will become available once the account is terminated. If it is a custom domain, that would depend on if the owner lets it expire at the registrar or not, we can't give domains away that are not ours.
