Hello, I did manage to find out in logs that the old account was terminated on May 25th, unfortunately we do not keep backups that long back for free hosting so there would not be anything to restore from our end.

Looks like you missed it by just a few days, it was terminated on June 15th after having been suspended 14 days. The suspension was placed June 1st according to logs.

When an account is removed that means all data is deleted from the server, the files would be gone permanently if you do not have any backups saved locally yourself.

Yes, you can delete them, however since they show up in your cPanel, there's not technically a need, you'd have to manually create and add users though rather then use the wizard to automatically do all steps.
