That would be due to one line in your .htaccess, I have commented it out. It is not possible to set any php flags or values in .htaccess for our free hosting, doing so does result in a server error being thrown.

Blank page usually is the indication of a coding problem rather then a server problem. I'd try to remove that template and see if that sorts it.

If your country is not currently blocked, yes it is as simple as signing up again while being logged into the account panel. If your country however is blocked, it is not possible to add a hosting account to yours at this time.

On what url do you get the error? Another common cause is .htaccess. If you have RewriteEngin on, you also need RewriteBase / (or whatever is suitable in your case a base directive is needed though), also you can NOT set any php flags in .htaccess for the setup on free hosting.

Yes, you can change them in the file manager of cPanel. In general directories need 755, and files 644. Do note that having 777 on any file/folder that you access directly in the browser will give an error.

cPanel account has been deleted. Ps. while files was lost the databases were intact, so it makes sense to ask if you done your backups in case you had any databases.

Not technically the number of files being executed, but how many php threads your account use at one given point of time. Normally this never becomes a problems as each php process commonly only lasts a second or two tops, thus very few would be open concurrently on a moderately visited site...
