Unsupported language is a permanent suspension. Not sure which came first though, the suspension or you upgrading to Prime as they show the same date, but either way Prime would not allow you to bypass the language rule, the only thing that allows other languages is Premium hosting, or a VPS.

That is not a valid username for a hosting account. Hosting accounts (as in the cpanel login username) can not contain more then 8 numbers/letters.
