Currently the level system is not active, all accounts are at what is equivalent to level 2 (intermediate) despite what it says in your account panel. What errors to you specifically get?

those symbols are typically added to file of a certain char encoding (I'm not 100% sure which one though but I think it is utf-8) by some text editors. Has to do with the documents BOM. In some text editors (notepad++ for instance) you can chose to save as utf-8 without the DOM being added...

I found a record of an account with the name bors, it were terminated on November 4th after being in a suspended state for more then 10 days. I do not have access to suspension reason, but most commonly is in activity. If you wish you can sign up for a new account.

In order to check what has happened can you please provide us with your cPanel name as there's currently none linked to your forum account. Also did you login here at the forums regularly? Visiting the forums regularly is a requirement to keep your account active.

Looks to me as you haven't correctly configured your domain at co.cc. It is recommended that you set the name servers to ours (ns1.x10hosting.com and ns2.x10hosting.com).
