I think they charge only for some (popular) sub domains, the ones with popular words in them will cost, while more random ones still is free. Note it is only sub domains that are free, and it has always been only co.cc sub domains that has been free of charge.

At this time, no there's no option for that. There's work being done to implement that to some extent, so there will at least be a mail sent out when you risk account termination. I don't know the details so I can not say when it will come or how it will work.
