As far as I can tell we do not block that email address, the logs seem indicate that it was indeed delivered.
How are you getting your emails, by downloading to an external mail client or by going to the webmail on your account? If the former you might wanna try the webmail and check its junk...
You would need a VPS for that, it won't be possible to run on free, or paid, shared hosting.
And no, we do not offer free VPS, they do cost money, but that would be the only option that allows running any kind of game server.
Different servers, and different content can behave very much differently. At times one free hosting server can be under more stress then the other, just due to the sheer number of users, and then there's the ones that once in a while decide to abuse the service, more or less intentionally...
For Prime and Illuminated you need to have a free hosting account to start with, so yes for those it does still apply.
For premium, the only restriction would be if there's any US sanctions that makes it illegal for us to provide service to the country in question.

Could you please try switching to cpanel x 3 theme and go to softaculous there to install, just to see if the error is with the x10basic theme or something softaculous end (softaculous is the third party addon to cPanel that provides the automated installs)?
I can see that account in our system, however linked with another forum account then the one you post from, it is associated with a googlemail.com email account.
It appears as the majority of your space usage is by cache, located at: /beta/m101 (using up 640mb of the space atm).
Is there any way for you to reduce the space used by cache of the site?
